We have a UK registered company and we wish to sell to Norway. The products will be bought from the distributors in Norway and will be sold online through our website that is registered to our UK company. This means that the products will not leave Norway as the website will be set-up for the Norwegian market (enquiries and distribution only).
How will the VAT be charged? because the goods will not leave Norway, they will not qualify for zero rating. But what VAT do we charge the end users, UK or Norwegian VAT?
Could you recommend another way of doing this?

You are correct in your assessment that your trading is VAT taxable in Norway. As a consequence you will have to register for VAT in Norway. You will have to claim VAT back and most likely charge VAT on your supplies to Norwegian customers. However, the rate and whether or not you have to charge VAT depends on the type of goods and the nature of the customers (e.g. VAT taxable persons or private individuals etc.). The easiest manner to figure out the precise local VAT obligations is to contact your distributors. They should be able to inform you about that (which is efficient and cheap!). You probably need a local agent to handle your VAT matters and they can also help you finding one.
