Are acoustic barriers on decks hazardous or useles

Explanation:
I've got a neighbor who built a second story deck next to my bedroom window. After a few late night parties on the deck, I asked him about the possibility of adding an acoustic barrier on my side (which would not interfere with any view, except the view to my bedroom window) and even offered to pay for it. He answered that he didn't want to do that because an acoustic barrier because he says "I am hesitant to put up a wall structure on the deck that will catch the winds and would not really deflect sounds from the deck." Is his concern legitimate, or is he just blowing smoke? Is there a legitimate concern for a barrier "catching winds" and, also, why wouldn't an acoustic barrier deflect sound? Isn't that what they're designed to do? The deck is roughly 6x10 and a barrier to his roofline would be roughly 7 feet high on the short side of the deck. Thanks for your help with this.
